On November 13, 2002, plaintiffs Berenice R. Sueiro-Vázquez (“Sueiro”), Wilfredo Aponte-Pagán (“Aponte”), and Astrid A. Cappas (“Cappas”) brought suit under 42 U.S.C. § 1983 against defendants Enid Torregrosa De la Rosa (“Torregrosa”), Elizabeth Solá (“Solá”), Verónica Alvarez (“Alvarez”) and Francisco Catalá (“Catar lá”).
