The Department of Transportation, Bureau of Motor Vehicles (Department) appeals from an order of the Court of Common Pleas of Delaware County that sustained the appeal of Joan Fagan from a suspension of her vehicle registration pursuant to Section 1786(d) of the Motor Vehicle Financial Responsibility Law (MVFRL), 75 Pa.C.S. § 1786(d), for failure to maintain financial responsibility coverage.
