FLAHERTY, Judge.

The Petitioner, John A. Pulice (Public Official) petitions for review of the order of the State Ethics Commission (Commission), dated March 7, 1997. Public Official is the President of the Millcreek Township School District (District) Board of Directors (Board). After an investigation, the Commission made findings of fact and concluded that Public Official violated Section 3(a) of the State Ethics Act (the Act) by engaging in conduct that constituted a Conflict of Interest. 1
