A. INTRODUCTION

The instant proceeding prompts this court to consider, for the first time, the scope of a proof of claim filed by an assign-ee of a mortgage which had, in the past, been assigned to the United States Department of Housing and Urban Development (“HUD”) after HUD had accepted the mortgage in its Mortgage Assignment Program, established in 12 U.S.C. § 1715u(b) (“the MAP”).
