MEMORANDUM OPINION

FARNAN, District Judge.

I. INTRODUCTION

Petitioner L. Royal Fisher is a Delaware inmate in custody at the Delaware Correctional Center in Smyrna, Delaware. Presently before the Court is his Petition For A Writ of Habeas Corpus Under 28 U.S.C. § 2254 (“Petition”). (D.I. 1; D.I. 9; D.I. II.) For the reasons that follow, the Court will deny the Petition.

II. FACTUAL AND PROCEDURAL BACKGROUND
