BACKGROUND
In 1999 and 2000, Premont Independent School District (“PISD”) entered into contracts with Braselton Construction Company (“BCC”) for renovations and additions to the Premont Elementary, Junior High School, and High School (“the Project”). Ashley, Humphries & Sanchez (“AHS”) was the Project architect. In August 2001, PISD believed the Project would not be completed on time and to its satisfaction, and it retained a construction management company to assist with the administration of the Project.
