William Knoche appeals the Circuit Court for Baltimore County’s grant of a declaratory judgment upholding the constitutionality of Maryland Code (1981, 2005 RepLVoL), § 1-213 of the Health Occupation Article (“Health Occ.”). 1 Knoche poses two questions for our review, 2 which we have reworded and recast as follows:
