HAGEL, Judge:
Steven W. Hamer appeals through counsel a July 9, 2007, Board of Veterans’ Appeals (Board) decision that denied entitlement to VA benefits for total disability based on individual unemployability (TDIU) for the period of December 1, 1990, through April 7, 2000. The only disability rating at issue in Mr. Hamer’s appeal is for total disability based on individual unemployability. This appeal is timely, and the Court has jurisdiction to review the Board’s decision pursuant to 38 U.S.C. §§ 7252(a) and 7266(a).
