MEMORANDUM OPINION

ELLEN SEGAL HUVELLE, District Judge.

Plaintiff Lisa Mulrain has sued Shaun Donovan, the Secretary of Housing and Urban Development (“HUD”), under Title VII of the Civil Rights Act of 1964. 42 U.S.C. § 2000e et seq. She alleges that she was not selected for the position of Deputy Assistant General Counsel in the HUD Office of General Counsel’s Finance Division because she is African-American.
