OPINION OF THE COURT

2Per curiam

Lui Gui Zheng, a native and citizen of China, petitions for review of a decision by the Board of Immigration Appeals (“BIA”) dismissing Zheng’s appeal of an immigration judge’s denial of his application for asylum, withholding of removal, and relief under the Convention Against Torture. For the following reasons, we will grant the petition for review and remand for further proceedings consistent with this opinion.
