McCALEB, Justice.
Relatrix, a physician holding licenses to practice medicine in Texas and New York, brought this suit for the issuance of a writ of mandamus to compel the Louisiana State Board of Medical Examiners to issue her a reciprocity certificate to practice her profession in this State.
