Appeals (1) from an amended judgment of the Supreme Court (Mulvey, J.), entered December 6, 2001 in Tompkins County, which dismissed petitioner’s application, in a proceeding pursuant to CPLR article 78, to review a determination of respondent denying his building permit applications, and (2) from an order of said court, entered April 1, 2002 in Tompkins County, which, upon reargument, adhered to its prior decision.
Petitioner is the owner of a parcel of land located in the Town of Lansing, Tompkins County, which he purchased with the intent to construct a 48-unit apartment complex.…
