On July 9, 1962, the State Highway Commissioner instituted eminent domain proceedings against Claudie L. Edwards and Virginia Edwards, his wife, landowners, for the acquisition of a portion of their property in connection with the construction of Interstate Route 64 in the city of Norfolk.
