I. INTRODUCTION
One of these consolidated cases is a qui tam action brought under the False Claims Act (“FCA”), 31 U.S.C. §§ 3729-33. Plaintiff Debra Shaw is the relator, suing her former employer on behalf of the United States government for submitting false claims pursuant to a government contract. See id. § 3729(a)(l)-(2).
