The bill in this case is filed on behalf of some 32 fire insurance companies doing business in the state of Iowa, but- incorporated under the laws of Great Britain and other states foreign to the United States, the ultimate purpose of the bill being to test the constitutionality of section 1333 of the Code of Iowa, which, *713in substance, provides that all Insurance companies incorporated under the laws of a state or nation othei than the United States shall, at the time of making the annual statements as required by law, pay into the state treasury 3Va per cent, of the…
