MEMORANDUM OPINION AND ORDER Antonio Harris was with some friends when he saw Chicago police officers Matthew Sanchez, Christian Szczur, and Danilo Loza roll up in their cars. Harris left the area. When the officers followed, he started running and tried to hop a fence. Officer Loza caught Harris at the fence and made physical contact, causing a fence spike to cut Harris’s arm.
