Plaintiff Meina Xie (“Xie” or “plaintiff’) commenced this action on April 30, 2013, seeking to compel John F. Kerry, in his official capacity as United States Secretary of State (“Secretary” or “defendant”), to process certain types of immigrant visas benefitting Chinese nationals. See Compl. [Dkt. # 1].
