This action is brought by the Attorney General of the State of Kansas pursuant to article 10, § 1 of the Kansas Constitution, which provides for reapportionment of senatorial and representative districts.

On April 5, 2002, the attorney general filed a petition with the clerk of the court to determine the validity of 2002 Substitute for House Bill 2625. The bill had passed the Kansas House of Representatives by a 105 to 16 margin. The exact plan was subsequently passed unchanged by the Kansas Senate on March 7, 2002, by a *71739 to 1 margin.…
