Wisconsin’s Environmental Decade (WED) appeals from a judgment affirming in part an order of the Public Service Commission (PSC) modifying the rate design and authorizing an increase in rates of the Wisconsin Electric Power Company (WEPCO). The trial court determined that the PSC prepared an adequate Environmental Impact Statement (EIS) before authorizing the change in rate structure. The trial court also determined that the rate increase was reasonable, except for a relatively small amount that was to be used to cover expenses for advertising.
