This controversy arose out of the breakdown of collective bargaining negotiations between the Southern Worcester County Regional Vocational School District Committee (school committee) on behalf of the plaintiff employer and the Bay Path Vocational Association (union) in 1974. The Labor Relations Commission (commission) found violations of G. L. c. 150E, § 10(a)(1) and (5), by the employer and violations of § 10(b)(1) and (2) by the union, and issued an order to cease and desist and to take affirmative action.
