Early in the century plans began to be developed by the defendant board of water commissioners to provide an additional water supply for the city of Hartford. As matured they involved the construction of a large reservoir system which would impound the waters of two streams tributary to the Farmington River. This might injuriously affect the owners of certain mill and power sites upon the river, and an agreement was made with them in accordance with which, under specific legislative authority, the board was to construct upon another tributary of the river a compensating reservoir which would…
