INTRODUCTION

The Scotts Bluff County Court, sitting as a juvenile court, terminated the parental rights of Manuel V., Sr. (the father), and Judy V. to their children, Georgina V. and Manuel V., Jr. (Manuel), pursuant to Neb. Rev. Stat. § 43-292(6) and (7) (Reissue 1998). The father alleges that the language of Neb. Rev. Stat. § 43-292.02 (Reissue 1998), which provides, inter alia, that when the State files or joins in a petition to terminate parental rights, it shall “concurrently identify, recruit, process, and approve a qualified family for an adoption of the juvenile,” not…
