MEMORANDUM OPINION AND ORDER GRANTING PLAINTIFF’S MOTION FOR A PRELIMINARY INJUNCTION

This matter comes before the Court on motions for preliminary injunctions in two separate cases, Vicki L. Sluiter v. Blue Cross and Blue Shield of Michigan, (No. 97-73609), and Eva Navarro v. Blue Cross and Blue Shield of Michigan, (Case No. 97-40286. Hon. Paul V. Gadola). Due to the similarities in the cases, this Court combined them for evidentiary hearings and oral argument on July 29 and 30, 1997.
