Plaintiffs, NMB Singapore, Ltd., Pelmec Singapore, Ltd. and NMB Corporation (collectively, “NMB”), move pursuant to Rule 56.1 of the rules of this Court for partial judgment upon an agency record to contest the final determinations of the Department of Commerce, International Trade Administration (“Commerce” or “ITA”) in Final Determination of Sales at Less Than Fair Value: Ball Bearings and Parts Thereof From Singapore, 54 Fed.Reg. 19,112 (1989).
