I. INTRODUCTION

Plaintiffs Robert Hilton (“Hilton”) and Louis Vasquez (“Vasquez”) bring suit against Lester N. Wright, M.D. (“Dr. Wright”), Associate Commissioner/Chief Medical Officer for the New York State Department of Correctional Services (“DOCS”), and DOCS itself (collectively referred to as “defendants”). Both Hilton and Vasquez have Hepatitis C and are inmates under defendants’ care and custody; they claim that defendants refused to administer necessary treatment for their Hepatitis C because they had not completed a DOCS-sponsored…
