IT IS ORDERED that Defendant’s Motion to Dismiss (Rec. Doc. No. 7) is GRANTED for the following reasons.

A. Standards of Review

The United States seeks dismissal of Plaintiffs Complaint pursuant to Federal Rules of Civil Procedure 12(b)(1), 12(b)(3), and 12(b)(6).
