KEVIN THOMAS DUFFY, District Judge:

On or about October 20, 1981, Kathie Boudin was arrested for her alleged involvement in the robbery of a Brinks armored truck and the murders of two Nyack police officers and one Brinks guard. Ms. Boudin, a state prisoner, was then transported to the Metropolitan Correctional Center (“MCC”) in New York'City pursuant to an agreement reached between John Martin, the United States Attorney for the Southern District of New York, and Kenneth Gribetz, the Rockland County District Attorney.
