OPINION AND ORDER

This action was brought on behalf of the United States by the Attorney General on December 7, 1993, pursuant to her power under 42 U.S.C. § 2000e-6. The complaint’s substantive allegation is that the defendant State of North Carolina has engaged in a “pattern or practice” of unlawful discrimination against females applying for employment, and employed, as correctional officers in the state’s prisons for men,1 in violation of Title VII of the Civil Rights Act of 1964, 42 *1260U.S.C. § 2000e, et seq.2 The complaint seeks broad and far-reaching…
