The Department of Transportation, Bureau of Driver Licensing (Department), appeals from the order of the Court of Common Pleas of Lehigh County (common pleas) that sustained the appeal of Kerry Freedman from the requirement that he install ignition interlock devices on all vehicles that he owns before his operating privilege could be restored.
