RIDGWAY, Judge:

In this action, Plaintiff Borusan Mannes-mann Boru Sanayi ve Ticaret A,§. (“Borusan”)—a Turkish producer and exporter of standard pipe—contests the final results of the U.S. Department of Commerce’s 2011-2012 administrative review of the anti-dumping duty order covering welded carbon steel standard pipe and tube products from Turkey (“standard pipe”). 1 The period of review is May 1, 2011 through April 30, 2012.
