I. INTRODUCTION

This case arises out of the largest modern political scandal in the history of Brazil. In 2014, Brazilian investigators discovered that Defendant Petróleo Brasileiro S.A. (“Petrobras”), a Brazilian state-owned oil company, was at the center of a complex web of political and corporate corruption.
