MEMORANDUM OF DECISION

I. FACTS Autumn D. was born on October, 1999 to Linda and Philip D. In October 2000, Autumn was removed from her parents' care pursuant to a 96 hour hold and subsequent Order of Temporary Custody. The basis for the Order of Temporary Custody was unexplained bruising discovered on the child. Subsequently, after a court hearing, Autumn was returned to her parents' custody.
