MEMORANDUM AND ORDER
PETTINE, Chief Judge.
For over three years, this Court has witnessed an active and extensive lawsuit alleging that the United States Department of Agriculture (U.S.D.A.) has failed miserably in enforcing the federal School Breakfast Program, National School Lunch Act & Child Nutrition Act, 42 U.S.C. §§ 1751 et seq. The lawsuit was brought by a nationwide class of needy children who are eligible for free or reduced-price breakfasts and lunches under the federal program; various officials of the U.S.D.A. were named defendants.
