On May 2, 1931, the county hoard of education of Franklin County adopted an order or resolution providing for the issuance of bonds of the common school district of which the members of the board are representatives (and which under the present law is the entire county of Franklin outside of graded and city school districts that may have been established within it) in the sum of $26,000 for the purpose of funding an accumulated floating indebtedness that had been incurred by the board because of its spending (mostly for the last three…
