We consider whether, within the confines of the State retirement law, defendant Contributory Retirement Appeal Board (CRAB) may lawfully relieve a pensioner, here, defendant Doris Polycarpo, from a statutory obligation to refund excess payments made because of an error committed by defendant State Board of Retirement (State board).
