The School for Arts in Learning Public Charter School (“SAIL”), a local educational agency under the Individuals with Disabilities Education Act (“IDEA”), 20 U.S.C. § 1415, moves to alter the judgment denying SAIL an award of attorney’s fees for not prevailing on the merits at the administrative level.
