¶ 1 Appellant, the Commonwealth of Pennsylvania (“the Commonwealth”), asks us to determine whether the trial court erred in granting a motion to quash and dismissing the criminal information filed against Appellee, Paul Finley Jr. Specifically, the Commonwealth asserts Appellee lacked standing to challenge the validity of the criminal information and the legality of his arrest, based upon the arresting officer’s lack of “certification” as a law enforcement official.
