James White filed suit against the United States under the Federal Tort Claims Act (“FTCA”), 28 U.S.C. §§ 1346(b)(1) & 2675(a), 1 alleging that he had been injured through the negligence of Dr. Mioara Koha-nyi during his treatment at the Zablocki Veterans’ Administration Medical Center (“VA Medical Center”) in Milwaukee, Wisconsin. Jane White, James’ wife, also brought a claim in the action, alleging that she had sustained loss of society and companionship due to her husband’s injury.
