Rashid Arraleh sued his former employer, the County of Ramsey (“the County”), and his former supervisor, Terry Zurn, in his individual capacity, asserting claims under Title VII of the Civil Rights Act, 42 U.S.C. §§ 2000e to 2000e-17; 42 U.S.C. *971§ 1981; and the Minnesota Human Rights Act, Minn.Stat. § 363A.01-.41. Specifically, Arraleh alleged that the County discriminated against him on the basis of race and national origin.
