Dana Holding Corporation (Employer) petitions for review of an Order of the Workers' Compensation Appeal Board (Board), which reversed a decision by a Workers' Compensation Judge (WCJ) and reinstated David Smuck (Claimant) to total disability status as of June 20, 2014, the date of his impairment rating evaluation (IRE).
