OPINION

REINHARDT, Circuit Judge:

The Center for Disease Control and Prevention estimates that nearly one in sixty-eight children has autism spectrum disorder, a neurodevelopmental disorder that is characterized, in varying degrees, by difficulty communicating and socializing and by restricted repetitive behavior, interests, and activities. 1 The disorder is present from birth, or very early in development, and affects children’s ability to communicate ideas and feelings, to use their imagination, and to develop relationships with others.
