On August 3,1999, the appellant filed an apphcation for attorney fees and expenses under the Equal Access to Justice Act, 28 U.S.C. § 2412(d) (EAJA). The Secretary filed an opposition to that apphcation, and the appellant filed a reply to that opposition and a supplemental EAJA apphcation. On July 18, 2000, the Court issued a per curiam order denying the EAJA applica tion and the supplemental EAJA application.
