HOLDAWAY, Judge:

Before the Court is the appellant’s application, pursuant to the Equal Access to Justice Act (EAJA), 28 U.S.C. § 2412(d), for attorney fees and expenses, in the amount of $58,691.54. The Secretary has filed a response opposing the grant of EAJA fees, and the appellant has filed a reply. Each party subsequently submitted a supplemental memorandum of law in response to the Court’s order of May 10, 2002.
