The facts in this case are as follows: P. I. Williams was duly elected secretary and treasurer of the board of levee commissioners for the Yazoo-Mississippi delta levee district, on the 13th day of March, 1906, and thereafter on the 17th day of May, 1906, the said Williams qualified to act as such treasurer in the following manner, to wit: The said P.
