MEMORANDUM OPINION
CHASANOW, District Judge.
This case is before the court on appeal from the order of visiting Bankruptcy Judge Gerald Sehiff, of the United States Bankruptcy Court for the Western District of Louisiana, imposing a two-year moratorium on the obligation of Debtor Appellee Shireen Blair to Appellant United States Department of Education (USDE).
