The Pittsburgh Railways Company has filed with the Public Service Commission a schedule increasing its passenger fares. The increase applies to the service in Wilkinsburg. The borough protests against it, alleging that the proposed rates are unjust and unreasonable *428and that they are contrary to the terms of the ordinance of the borough granting the street railway company the right to construct its tracks on the streets of the borough, . in that said ordinance prescribes certain maximum rates to be charged, and that the proposed rates are higher than the rates so fixed.
