MEMORANDUM
LIMBAUGH, District Judge.
This cause is before the Court on appeal from an order of the United States Bankruptcy Court for the Eastern District of Missouri. 1 On January 10, 1986, the Bankruptcy Court dismissed the appellant’s Chapter 7 petition pursuant to 11 U.S.C. § 707(b) after determining that granting the debtor a discharge of his pre-petition debts would constitute a “substantial abuse” of the Bankruptcy Code.
