This appeal tests the legality of an assessment against the premises of an abutting property owner for a portion of the cost of a street widening. The question presented is whether an unex*295plained delay of more than three and one-half years in making an assessment for a local improvement will work an equitable estoppel against the right of a municipality to collect the same. The constitutionality of the assessment is also challenged.
