I. INTRODUCTION

In this lawsuit, Plaintiff Leroy Williams (‘Williams”), an African-American male, sues the State of Alabama Department of Transportation (“ALDOT”) and Joe Mclnnes (“Mclnnes”) in his official capacity as the director of the ALDOT, alleging that he was demoted for racial and retaliatory reasons, in violation of Title VII of the Civil Rights Act of 1964, 42 U.S.C. §§ 2000e-2000e-17 (“Title VII”), and 42 U.S.C. §§ 1981 and 1983.
