MEMORANDUM OPINION AND ORDER

INTRODUCTION

This Chapter 13 case converted to a Chapter 7 case concerns “striping down” a lien secured by personal property to the market value of the collateral.

JURISDICTION

This Court has jurisdiction over the subject matter of this proceeding pursuant to 28 U.S.C. §§ 151, 157, 1334 and Local Rule 29 of the United States District Court for the Eastern District of Missouri.
